Under “Misc Settings” I can only select mp4s as background music. mp3s are not accepted. Is that on purpose?
Yes. That’s on purpose, as info-beamer cannot decode audio-only files at the moment. This is something on the roadmap and will be added next year.

Does the background music not loop? It seems like the music is played once after booting up the device. Is that on purpose, too?
That shouldn’t be the case: The background is loaded in looped mode. Could you share the mp4 file you’re using so I can verify the problem in your case?
Never mind, it started working
